11 October 2008 update:
An Bord Pleanála has changed the status of the proposal from “Decision expected by October 14″ to ”Proposed decision date not available at this time“. We therefore do not know yet when the proposal will be approved in favour of the developer, who is also proposing a nursing home for the same site or rejected in favour of Fairview Residents Association.
September 2008 update:
An Bord Pleanála has informed the Residents’ Association that they have decided that - as there were so much “interest” in this proposed development - they have postponed their decision to some time before October 14.
In addition a proposal for a nursing home has been submitted to the City Council.

As most of you know a planning application was lodged with Dublin City Council in October last to construct “independent living units in two blocks” on a site at the corner of Fairview Avenue Lower & Fairview Terrace.
The proposed blocks are 4 stories high & will contain 12 apartment & 6 group living units, to accommodate max 50 residents.
On 25 March last, the Council granted permission, with 15 conditions. All details can be seen on the Council’s website: look for application 5735/07.
The Association held a very well attended public meeting on this issue in the CYMC on 15 April. Cllr. Naoise Ó Muirí (FG) and Cllr. Aodhán Ó Riordáin (Lab) were in attendance & advised on the appeal. There was overwhelming support for the proposal to appeal the decision to An Bord Pleanála. Our appeal, along with 19 others, was subsequently lodged. See the Bord’s website for further information.
The case is due to be decided by August 14 at latest.
We have copies of all 20 appeals: if you wish to view them, please contact the Planning Officer or the Secretary.
We have also lodged additional comments with An Bord Pleanála, citing among other things the City Council’s conflict of interest as they were due to benefit.
We have also asked the site owners to clean up the site as it has become an eyesore.

The Residents’ Association (as well as many individual residents) lodged objections to the proposal on the basis of height, density, car parking, impact on residents, security, etc. In addition we pointed out that there were differences between the public notice & the submitted plans. In particular we object to the fact that this is the social housing aspect of a development in Phibsborough.
Unfortunately on 25 March last, the Council granted permission, with 15 conditions.

The Association has decided to appeal the decision to An Bord Pleanála. We must lodge this by April 21 & would encourage all affected residents to comment as well.
We will be holding a public meeting on this issue in the CYMC, Philipsburgh Avenue on Tuesday next, 15 April at 8pm. Please be there and let your voice be heard.
